Referred to recipe from Chinkitchen , sardine puff is super damn easy to make. Definitely, you need an oven :)
My 2 cents of advice:
* Don't overload the roti paratta with "a lot of" sardine and onion
* Have a good oven. Preheat is needed. Later on, bake the puffs with 160'c for 15 min (my oven is 1600w).

The puff is very crispy and delicious :)

Next time I will love to try with sausage and sardine or cha siew (roasted pork)
